i got a figure with 2 bolts and psychic blast and 2 dmg

if i am at two targets both of whom have dmg reducers can 1 dmg to each of them with PB...i thought i could since EE can and they are both RC "actions", so if not could you explain why?

Sure. All Psychic Blast does is make damage from your ranged combat action ingnore damage reducers. It doesn't place any restrictions on the number of characters you can target with the ranged attack (unlike, say RCE, which does specify a single target).
