If I have a flier with 2 arrows and Incapacitate, and that flier is based with 2 opposing grounded characters, can I still do a double ranged Incap attack against them? While we're all in agrrement that one on one it's ok, someone mentioned that if doubly based, range from a flier to them is no longer legal.

A flying character may always perform ranged attacks against adjacent opponent(s). The only thing they can't do is shoot at someone that isn't adjacent to them. Otherwise, if they can draw LOF (i.e. adjacent dude #2 has Stealth and happens to be in a bush, so LOF can't be draw even though you are adjacent) they can shoot as many targets as they have lightning bolts.
