If a character has the feat force field on him and you outwit the power that they are using to get the prerequisite of force field do the loss toughness?

Yes. The problem is, several of the figures that are able to use the feat have multiple prerequisite powers showing on their dial at the same time. Of course, since the feat actually grants Toughness, you could just outwit the Toughness itself.
