sure can, as long as you have line of sight to the character trying to break away. this also means you can make an opponent reroll a successful breaway.

Just remember this basic rule of PC:

You can reroll YOUR rolls on YOUR turn, and you can force the enemy to reroll HIS rolls on HIS turn.

So yes, as antedoX stated, you can reroll your breakaway rolls, which are your rolls on your turn. You can also force your opponent to reroll his breakaway rolls, as they are his rolls on his turn.
