Ok, so I can't find any mention in the Danger Room rules about an elevated character treating grounded blocking terrain any differently than a grounded character. Is this just an oversight?
1) Can an elevated character shoot over grounded blocking terrain at a grounded target?
2) Can an elevated character shoot over grounded blocking at an elevated target?
If the answer to both of these is no... Then what's the difference between grounded blocking and elevated blocking terrain? Also, does that mean that grounded blocking terrain extends to a higher elevation than elevated terrain?
Barrier is blocking terrain, located at the same level as the terrain the tokens are placed on. So tokens placed on non-elevated terrain create non-elevated blocking terrain, and tokens placed on elevated terrain create elevated blocking terrain.
Non-elevated barriers don't interfere with lines of fire from one elevated character to another.

No flaw in using "grounded" in this instance as it does indeed apply to the elevation of any non-elevated terrain generated by the Barrier power. The "flaw" is in using it to describe "non-fliers" (figures with the boot or dolphin movement symbol) or as I like to think of them the "flight-challenged". Some players errantly believe because they don't fly they are "grounded", however "grounded" is a term defined in the rules and generally refers to terrain or figures that aren't soaring or elevated.
