I know that the top square of stairs is considered elevated, but the problem is with the dark black lines around the roof edge.

From the MAP FAQ:
Stairs
• The top square of a staircase is the last square in which the staircase exists, and is therefore elevated terrain. This square of stairs is considered adjacent to the second-to-last square, even though the terrain exists on two different elevations.
Since the the square in question (Q13) is the top of the stairs, it is considered to be elevated terrain. As such, a character in that square does not need to worry about the boundary lines of the elevated terrain and can indeed draw LOF to R15 (and vice-versa) assuming that there are no characters and/or pieces of blocking terrain (i.e. Barrier) in the way.
If you were at R13, you couldn't fire at P13 since the Q13 stair blocks LOF.
Just thought I'd point that out since on this map, it's almost as if there are two upper portions of the staircase...Q13 and R13. P13 is the lower elevation of the two (or 3) stairs.
