Can I use as many free actions as I want, before and after other actions?
For example, say I have a team with Angstrom Levy who has the Passenger feat assigned.
Angstrom uses a free action to perplex up teammate A's damage.
Teammate A makes his attack.
Next action, Angstrom phases up to opponent B, carrying teammate C (someone with Plasticity, for example) using the Passenger feat.
The feat makes Angstrom takes a click of damage. He doesn't have Perplex anymore - now it's Outwit.
Can Angstrom use another free action to Outwit to counter B's Hypersonic power?
I think this works, as long as teammate A makes his attack before Angstrom loses Perplex.

Really, just about the only time you can't use free actions is during another action. So you can't Outwit during a Running Shot, as an example.
Otherwise, simply follow what (if any) timing restrictions are given in the description of the particular free action you wish to use. Look for things like "during your turn" or "at the beginning of your turn" and so on.
You can use this same trick with Oracle. One agent has her Outwit. He uses it on somebody's IMP, attacks. Another Agent takes an action to get Outwit, counters somebody's HSS. It's a sweet deal.

Unfortunately, the power action for the Oracle power "switcheroo" can only be done at the beginning of the turn. The trick can be used to make sure damage from a game effect that occurs during the beginning of the turn goes through (like Poison), but the attack you mention would be after the beginning of the turn.
