Comic companies release stuff like that all the time. Total smoke and mirrors. If the Punisher walks in Cap's shoes more than a couple of issues without someone smacking him down, I'll eat a bug.
I've been back into D&D lately, check out my website:
I will read this. After the respect shown towards Cap from Frank during Civil War, and in flashbcks, I think this will provide some fairly good reading. Of course Frank won't take up the mantle permanently, I doubt he would even take up the Moniker. But having the Punisher don the Star and mask in his ensemble stresses the point Marvel was (I assume) trying to make by killing Steve Rogers in the first place. I disagree with the killing of the Greatest American Icon in comics, especially during these times in our society. But if the powers that be wanted to make a point of Roger's poignency to American social standards and mores being outdated, well this would be the perfect way to do it.
making castle the symbol of america would be misguided, at best, the punisher is a great charactor who either will be ruined by that, or will just plain be sending the wrong message, depending on which way they run with it.
