When using thwart and Dissent do the countered Feat/Team ability return if the person using thwart or dissent has his/her outwit outwitted?

Dissent is no different than Outwit. So, yes if Outwit is outwitted, the TA comes back. Thwart is a different story. There are only two things that can remove a Thwart token. One is for the person assigned the feat with the Thwart token on it to take a power action. The second is to Thwart the Thwart that gave a Thwart token. It's in the most recent Errata/FAQ update.

The token remains if Thwart was used, and the feat remains cancelled as per the latest FAQ rulings. With Dissent, since it acts in the exact same manner as a normal outwit, I'd assume the team ability would return.

Nope. Dissent allows you to counter TAs as you would a power, and Power Cosmic says that the powers of this figure cannot be countered.

Both Power Cosmic and Quintessence have been eratted so that they're uncounterable, making them immune to Dissent.

...to remove the token (Giving the character a Power Action to activate a power will not remove the token).
