After reading the description of Shape Change on the PAC, I got the impression that an attacker whose target made a successful Shape Change (or Skrull, Danger Girl, etc.) roll HAD to take an action, or at least a token, if there was no other target / action it could perform. After attempting the unsuccessful attack, it couldn't just take a 'pass' action (i.e. no action or token).
For instance, E Mr. Hyde makes a close combat attack against the CT Super Skrull (let's make this example OLD SKOOL!) on one of the clicks where SS has Plasticity. The Skrull successfully rolls a 6, 'negating' Mr. Hyde's attack. Mr. Hyde doesn't want to take the chance of rolling break-away with the Plasticity in effect, so he just does a 'pass action' and takes neither token nor action (or, more accurately, Mr. Hyde takes a 'pass action').
Is this legal? If so, I've been giving my figures too many tokens!

You were correct in the first place; if you target something that has Shape Change and the roll succeeds, you must do something else, even if it's sit in place and take a token. This is the main difference between Shape Change and Super Senses... Shape-Change gives the attacker a chance to do something else.

The MAIN difference is that Shape Change is rolled by the defender BEFORE the attack roll is made and Super Senses is AFTER the attack roll is made. Super Senses is your only hope to avoid damage because your opponent has already hit you, Shape Change they still have to make the attack roll.

Yes, but the side-effect to that is that is Super-Senses succeeds, you don't have to worry about the attack going "Okay, I guess I'll shoot at your other figure within range instead."
In my mind, the main difference is if the attacker gets to do something else; the timing is just a by-product of that. Even if Super-Senses worked the same but happened before the attack roll, Shape Change would still let the attack do something else.
Just out of curiosity, does the shape change roll happen before the attacker starts moving to running shot for example?
Yes, however if you move your figure before they roll shape change they have the option of being jerks and making you stay where you are. So always remember to roll Shape Change before you move your figure wiht charge or running shot.

Shape Change is rolled before the attack is made. Since the attack does not occur until after the movement of Charge/Running Shot, you do not roll until after the movement is complete. You do not get to choose when to do it. Part of the risk of targeting a character with Shape Change; if you don't want to deal with it, don't target them.

Or make sure you have another option availible in case they get lucky.
