can a character who has stealth (or a stealth-inducing TA like Batman Ally) make ranged attacks against opponent pieces? How about Outwit, perplex, and prob? Thanks, and I do apologize if this is a simple question.
If you wish to use Probability Control, Perplex, or any other power that requires LOF ON a character in Stealth, you must turn off their Stealth to do so AND you must do so before the attack is made in the case of Probability Control.
This even applies if the character wishes to use one of these powers on themselves and is sitting in hindering terrain. They must turn off their Stealth before they have LOF to themselves.

"Turn off stealth"? Do you do this by just generally declaring that the character doesn't have stealth or do you have to take one on the kisser to get hit off your stealth?

You state that you are turning off a power. You can do this with any power that says Optional next to it on the Powers and Abilities Card. If you do turn off one of your powers though it stays off until the end of your turn. This means that if you turn off Stealth everyone will have line of fire to your character until the beginning of your opponent's turn.
