On the PAC it does not list PC as a free action (or any action) does this mean if I mind control 2 figs (call them "a" and "b") and fig b has PC, I can do an action with fig a, use PC during a's action and then still give b an action?

If that's not clear let me know.
I would say yes. As long as the figure was still 'your' figure, as you hadn't assigned it an action yet, you could use it's PC and, since PC is not any kind of action at all, 'B' would still be waiting to have an action assigned to it.

This is especially nice when MCing a CSA member. If you're controlling Owlman and he's attacking, assuming that it is a relatively easy roll, you may as well PC it and put the token on Owlman.

Yes, but the attack itself isn't over until damage is dealt. You can always choose to re-roll Owlman's attack (maybe you're hoping for a critical hit for extra damage or at least doubles for knockback) and place the token for using CSA on Owlman.

To continue this thought. The MC is not over until the ACTION is resolved, not just the attack.
Here's a scenerio question: Destiny has PC and uses it to make you re-roll your MC attack against her and Hawkeye, the re-roll succeeds against both. You now control Destiny and Hawkeye. Can Destiny now use PC for Hawkeyes attack roll even though it would be the second time in the same turn?

Yes because Destiny becomes "your" figure until you give her an action.
