So, if character A is on a building (elevated) and tries to draw a line of fire to character B on another building, and in between the two buildings there is a grounded barrier, can A see over the barrier and shoot B?

Somewhere in those dashes is grounded terrain with a barrier on it. LOS?
From DRRules (p. 36-37): "The line of fire between an attacker on elevated terrain and a target on elevated terrain is not blocked by elevated terrain boundary lines; however, colossal characters, elevated characters, and the boundary lines of other types of elevated terrain still affect and block the line of fire normally."
So, if the Barrier is grounded, it won't affect the LOF between two elevated figs. However, if the Barrier is elevated, it will block the LOF between the two elevated figs.
You know, I just saw that too. I guess this was changed with DR, but I could have sworn that barriers are blocking terrain for elevated dudes even on the ground. Maybe the way I'm thinking of the rule was before DR or somethin.

Back in the early days (IC and HT) Barrier extended infinitely high (can't remember the exact wording, but that was the general effect). However, since at least Universe (maybe even Indy), the Barrier is just plain ol' blocking terrain and follows all normal blocking terrain rules (including the ones quoted above).
