Sure thing. It's what makes possible the joy that is Vet Atlas with Armor Piercing, Movethrough, and Shake Off. Declare that you're Charging and roll to break away (as a Giant, odds are good that you'll get it). That nails everyone in your wheelhouse for one penetrating damage. Then, you use Movethrough to ignore everyone else's bases and Quake in an ideal spot (don't forget the knockback damage).
No you can't. If the break away roll fails, you do nothing but get an action token.
Tarnish
Tarnish is exactly right, and, for those who want to know, here's why...

That is what I thought. A guy at our store declared running shot, failed the break away roll and still attacked after that. Luckily it was not against me. The judge allowed it and I knew it was wrong, but a ruling is a ruling. Thanks.
I always argue with the judge if a ruling is flat-out wrong.

On a related note, the Charge/RS needs to be declared BEFORE the breakaway roll. You can't roll breakaway and then, upon failing, say "Well, he's JLA, so we'll call that a move action."
