In regards to the multitude of questions received over the years regarding line of fire requirements and Outwit/Perplex/PC et al
Rule One: You need line of fire to use these powers
Rule Two: a character in hindering with Stealth or Stealth-like abilities will prevent a line of fire from being being drawn to them, even if the character drawing the line is adjacent
Rule Three: You cannot draw line of fire between two adjcent diagonal characters
Edit: Clarification here: I am referring to two diagonally adjacent characters and you are trying to draw line of fire on your diagonal adjacent like this

You are A and want to Perplex D. You cannot because you cannot draw Line of Fire because BC blocks you
People always say 'but I can punch him, why can't I Outwit him', or 'that doesn't make any sense, I am right next to him, why can't I perplex him'
Okay, imagine yourself playing soccer. It doesn't make any sense to have to slow yourself down by using only your feet to control the ball, you could move faster if you picked it up and ran
Of course, if folks insist on a "logical" answer to why they can't Outwit a Stealthed character they can punch, I would say that the Outwitter can see the opponent well enough to aim a punch but not well enough to see what they are doing, thus preventing the Outiwt.
