No, the card states that "Characters with the same team symbol..."
Not characters with the same team ability. It's all in the wording.

SLVRSR4 is correct.

But it is of course legal to put Inspiring Command on a wildcard and inspire other figures with the same wildcard TA - for instance, the new Cosmic Boy can inspire other members of the Legion of Superheroes.

I am a HUGE advocate of this card by the way. It works FANTASTICALLY in swarm teams such as Hydra or Skrull. What's worse than a swarm team who can nickel and dime you to death before you can kill all the members? A swarm team that can all attain willpower! BWAHAHAHA!
