Much like how BCF is activated any time a character is given a close combat action (which, in turn, makes BFC compatible with EW, Flurry, Charge, etc), Defense Drain is not actually an action itself and can thus be activated by the use of another power action... in this case Attack Drain.

Just remember that you would need to roll for the potential damage from both Attack and Damage Drain.
