Can the new C Batman using Out of the Shadows declare a close combat action, without declaring a target right away, then put himself adjacent to an opposing character that will be the target of the declared close combat action?
Can the R Flash (the Wally West one) use phasing and hypersonic speed simultaneously? That would be ridiculous if it worked that way.
I can't imagine that either of these tactics would work, but I am curious.

Yes, Batman move before the actual actions begin, so he can use any action that is legal from the square in which he ends up.

No. Both Phasing and HSS require a Power Action to activate, and you cannot use one Power Action to activate two different powers.
The first week I pulled the common Batman, I tried to use "Out of the Shadows" and was told he didn't have charge, so I couldn't use it. After the four judges talked about it, they decided that you had to be able to target the opposing character for whatever action was being used from both the square Batman is in and the square he is moving to. Very limiting for close combat, but not impossible with range. Basically it made it a choice of ranged attack from where you are or from where you wanted to be if you had LOS from both to the target. This was before the clarification came out, and it made sense because of the "action versus attack" thing. Fortunately the clarification did come out, and made it clear how it can be used. A couple of people have called it "broken", but its a broken I love!!
