Well what about stalling. At our starro event. The guy who win did this. Judge called out 7 minutes. He then said well i just won me a starro! HUH what how? He said well I'm ahead on points; and the RULES SAY I GET 4 MINTUES TO MAKE A ACCTION! Well I have never heard of this before.So he then seat here lokking at his watch for 4 mintues. Then he said I pass. Then after his oppent pushed his green arrow to try to get within range of his Lex Luhter. On his next turn he just seat there aggain until the judge called out last action. Then the game was over. and he won a starro. Now was this legal what he said about the 4 mintue rule?!!
There is no such thing as a 4 minute rule. If I were the other player, I would have challenged him to show me where the rule is in the rulebook &/or called the Judge over who would have verified that there is no such rule.
Two promblems. 1) He and the judge are good friends. 2) What can you do after you call him for stalling. Man it was alot of people mad.
Well the main problem isn't with him being friends necessarily is that the rules for judges don't really cover stalling. there is a "good sportsmanship" type rule that's a catch-all but that's it.
Im a Judge and I hosted both the Galactus and Starro tournaments. Luckily in the finals of both, 2 players were unbeaten so I only watched that game. One of my friends was playing someone that NOBODY at the venue cares for. In order to prevent any so called 'bias' I run ALL my finals as a "last man standing." This is not 100 percent the rule but it takes away me having to worry about stalling. 45 minutes in nobody had really made a move. It took an hour and 20 minutes but we came out with a clear winner and nobody had any reason to complain. and just for the record if I had called time, my friend would have won. he ended up losing but he wasnt mad because everyone there knew it was a fight to the death!

There are most certainly rules against stalling. There is no clear definition of what exactly constitutes stalling. In this case, the person clearly announcing that his plan is to wait 4 minutes and pass is stalling and can actually be supported by the aforementioned anti-stalling rule.

FYI...This is ok for your ordinary events. You are allowed to make such changes as long as they are posted in the event description as well as in the venue. For marquee events and the Galactus tourney, house were were NOT allowed.

Such a rule prevents people from passing.
There is absolutely no rule to prevent passing or turtling. Nobody should ever be punished for doing this.
There needs to be some type of rule made to deal with this stalling. Like there is in chess.
This is why I have suggested that WK add a small hour glass to each starter set. The hour glass would give 2 minutes to each players.
The advantages...
1. No stalling for an unlimited amount of time.
2. The hour glass is turned over at the end of a players turn by the player, this way there is a clear end to their turn.
I know this would not fix everything after all a person could still run away once their points are higher, however running away from a fight is much more comic book acurate then time standing still for the entire comic book universe while the outside player stalls.
I understand that what I did wasnt 100 percent tourney legal but sometimes you have certain rules to combat certain scenarios. We all agreed to run the tourny this way and everyone was happy. Like I said not 100 percent legal but it made the game remain fun. Last time I checked thats what games are supposed to be. Sure people were disappointed in not winning but nobody walked away feeling cheated.
