Don't the free close combat actions associated with the Flurry count towards the close combat actions needed to activate EX?
Nope, you can only GIVE one ACTION for one specific effect.
As a player you would say "I will GIVE a CLOSE COMBAT ACTION to activate x power."
Which basically leaves you with the choice wether you want your one ACTION to activate Exploit Weakness or Flurry.
If you choose Flurry you get two Close Combat ATTACKS which dont require Close Combat Actions.
There is a difference between an ATTACK and an ACTION.
