No they don't. Flurry grants two close combat ATTACKS as free actions. EW require a close combat ACTION to activate.

Nope, you can only GIVE one ACTION for one specific effect.

As a player you would say "I will GIVE a CLOSE COMBAT ACTION to activate x power."

Which basically leaves you with the choice wether you want your one ACTION to activate Exploit Weakness or Flurry.

If you choose Flurry you get two Close Combat ATTACKS which dont require Close Combat Actions.

There is a difference between an ATTACK and an ACTION.
