Destroying a Barrier

Can a character put up a Barrier (blocking terrain) and the opponent hit the barrier destroying it if he has 3 damge?

Please help.

Also, the destroyed Barrier now become hindering terrain until the end of the Barrier either through Outwit, loss of the Barrier power or the end of the turn.
