If I wanted to use armor Piercing in a restriced Tourney and the only copy I own is out of Legecy is it allowed.

That said, retirement is something which is allowed to be house-ruled. Check with the envoy of record for the event ahead of time. It might be allowed at that venue.

Your Judge may also allow the use of a non-restricted card in a restricted format if you only own the old version.

Don't try that in a convention though.
