Just got ahold of an E Mirror Master that's a transporter and I had a couple questions.
#1-If both Flashbang and double time are assigned to him, can he move up to his full movement still using flashbang?
#2-Could I use flashbang, and then use the transporter move/attack ability during the same action?

1. you move up to half your movement with Flashbang , with DT you move twice, so you would then half your movement and would basically be using your normal movement speed.
2. yes you can to use FB, with the Transporter move and attack
Answer for part 2) Due to the wording of Flashbang and the transporter move and attack, yes, but you would not be able to include the use of Double Time since it specifically says you may not make an attack while using this FEAT.

If the character has an odd Movement Value (ex: 9) would you then end up being able to move 10 because you'd halve and then round up and then move double that?
Or would that be just too silly for words?

Timing on both feats is the same, so that should be legal, if a bit hinky!

I would say you can not gain any benefit from Double Time while using Flashbang. Flashbang limits your movement to half your speed, while DT lets you move up to twice your speed. DT doesn't change your speed value, so Flashbang's limitation isn't modified by DT in any way...

This is how DT and FB have been ruled to work in the past, there is no reason I would expect that to change, even during HC's 5th Anniversary.

I would say that if using FB before you move then you movement is halved to 5 (if you start with 9), then becuase of DT it goes to 10
if you use FB at then end of your movement DT comes first, so a 9 becomes 18, then you declare that you are using FB at the end of the move and it goes back ot the 9..
