ICWO isn't currently legal for constructed or floor games. Everything else in that team IS, though, one way or another. Set legality goes back through Armor Wars for Marvel and Collateral Damage for DC, as well as various collector's sets, the Hellboy box, and the City of Heroes/Villains stuff.
Easiest way to see? Look at the current keyword list on the Clix website, add Avengers, Justice League, and Mutations & Monsters, and you're set.
Does the venue nerf the Unrestricted/Restricted barrier? A lot of venues do house rule that there's no retirement (which is technically also against the rules for Organized Play, I think), but if yours doesn't, that guy got away with bringing in the single most broken feat to a very restricted environment, and should be tarred and feathered for it. That is, if he knew that ICwO was retired from constricted, and knew the venue honored the restricted environment of Floor. If those two things were known by the person, he should be tarred and feathered.

Even if his venue has house rules, they should not apply during these particular floor events... not that stops many venues/judges from making folks follow house rules anyways...

Ditto. House rules are fine and dandy... but the Floot events are listed as Marquee, so house rules are invalid for them and can't be used.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
