Does a PC team member take the penetrating damage from psychic blast or exploit weakness?

I'm just assuming the person has read through the TA, so I'm wondering why they would think that.

Well, in a round about way, you were answered. Here's some rep for putting up with me.

Psychic Blast and Exploit Weakness do not counter invulnerability, impervious, or toughness, they just ignore them.
Counter is usually confined to outwit, and variations thereof.
