The High Evolutionary and Emp Joker have special powers that grant them giant status. I know you can choose to turn off SPs, so you can shrink your fig, but Im not sure when/how. Do you have to do it during your turn, or any action?

I had asked a similar question as to when a character that has this type of power could turn off the power on it's opponents turn. Here is the answer that I got.

I would think the same thing would hold true on your turn also. Meaning that if you are declaring an action that would affect said character then you could cancel the special power. The other thing to remember is that the power would come back at the end of the turn.
tis true. remember that you cant turn the power "back on" for the duration of the turn. for example if you turn off embiggen to be carried, when joker is placed he wont be giant for the rest of the turn and wont be able to outwit over peoples heads.

If its like Wildcarding, and you can do it with the announcement of an action, why cant I turn off embiggen, carry him, then announce another action and turn it back on?

It is not like Wildcarding.
Simply put, the power grants Joker the symbol.
If Joker doesn't want to have the symbol, he has to cancel the entire power, and the power will then be turned off for the rest of the turn.
It's really a matter of having vs using: Joker has the symbol thanks to Embiggen, whereas wildcards can use different team abilities. Anything that can be used can be used or not used on an action by action basis.

It's more like turning off stealth so your other figures can perplex & prob control. The stealth is off until the end of the turn, meaning your opponent can Prob control and other powers (such as Dangers) can also effect you until the end of the turn.

If the Stealth is possessed (in other words, the figure has a little black square in the attack slot) then yes.
If the Stealth is merely used (thanks to Batman TA or a Special Power like Gambit's Shadowy attack) then no - in that case you can choose whether Stealth will be on or off for each action, so it is fully legal to not use Stealth when an ally wants to Perplex the figure and then use Stealth for the next action, when the Perplexed figure using Stealth attacks an opposing figure.
