Kid Flash and the Flash from Crisis both ignore a great deal of terrain for movement.
Avengers Quicksilver has the Ultimates team ability so he can run on water.
An Avengers team member Thunderbolted to Ultimates or Superman Ally can run on water. Wild cards can as well as long as you have Ultimates or Superman Ally on your team.
Point being is it's very possible to run on water terrain.
Getting back on topic, yes. HSS ignores all figure adjacency issues (aside from TA/power/feats that say otherwise, like KC), but non-fliers (without feats/TAs/powers that say otherwise) still abide by terrain they run into/through.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

Errata:
• Water terrain is not hindering terrain. A character ignoring hindering terrain for Line of Fire purposes would not ignore Submerged.
So if ultimates/supes cant target on water, they should not be able to ignore it for movement either. Because Water is not hindering terrain. Its water.
Yet the LOSH rulebook says water is hindering terrain. Confusing....

When a character is moving into, through or out of water terrain, it is hindering terrain.

No, the LoSH rule book says water terrain is hindering terrain for movement purposes only. It's clear terrain for line of fire purposes. However, Submerged specifically says when the assigned character is in water terrain, lines of fire drawn to the assigned character are blocked.
