Well, here is where you need to begin watching the language. What you say is true for EA and SE. For BCF, however, that attack needs to be derived from a specific type of action.
Yes...for the reason stated. He is making a ranged combat attack, so he gets +2.

So for the purposes explaining the power as concisely as possible to newer players (and to myself!) i'll annoy you one more time and ask:
Can I generalize and say that every time ANY fig w/ a power like this (the new Speedy has one and Starro Green Arrow from JL has Emerald Archer too, there may be others in the future or newer ones i've forgotten) makes a "long ranged" attempt to damage, mind control or incapacitate, etc....
No matter what power (or feat) related to long range is being used (currently in existence) those figs get +2AV?
I say this in contrast to the SR Hawkeye who's similar power requires us to give him a power action. Which is why he can't use it w/ his RS, because it's a power action too.
