No it cant. It can only make attacks and EE is an action.

I so want to play them but their cost is to much for what they do......
With some feats....but then they cost more.............

They are very good at what they do. For a 125 figure, they bring exactly what they should. 19 defense with 3 damage running shot or dual EE. The duo just allows them to attack 2 different targets ( or 1) without having to spit damage like you would in a regular ranged attack targeting more than one person.
