A friend and I were having a friendly game this evening when a disagreement over use of a special power came up. It was X-23's ability to use stealth and to get a +1 to her attack in close combat while she occupied hindering terrain.
My friend turned off her stealth and perplexed her attack up and then told me that he was also going to get a +1 for attacking close combat in hindering terrain. I didn't agree with this...
My thought is that if you turn off her stealth, then you have turned off her special power as she doesn't have stealth without the special power, therefore he couldn't get the +1 for the close combat attack...
Am I wrong...?

You do not have to use Stealth to get the +1 to attack from the special power. The words "can use" allow the player to decide when Stealth is used and when it's not without canceling the entire power. The power also does not state that Stealth must be used in order to get the +1 to attack.
