Well, she can now break away on those clicks without rolling breakaway. So that's kind of useful. I've used it on a few occasions, and it totally shocks your opponent because they totally don't expect your flier to have leap/climb (because the only times it ever happened in the past, leap climb on a flier base figure, it was because that particular version of the character didn't actually have flight (like the old rookie Man-Bat).
it means when she can auto break away and when she's adjacent to other flyers they will have to use close combat attacks to hit her. and she'll be adjacent to figs on different elevations from her.
and can attack someone on elevated terrain....provided she's adjacent to the target on the ground

he's thinking oldschool. Soaring as to not soaring. But he still would be wrong.
Actually he's reading it from the PAC under Leap/Climb:
"When you give this character a close-combat action, it can target a grounded or flying character regardless of the target's elevation or flight mode."
Its a little known fact that has been there since Infinity Challenge but if you are parked on elevated or parked on grounded, you can punch the heck out of someone in a square next to yours regardless of their elevation.
Ah, how many times did V XP Abomination + Heavy Object bash the heck out of Green Arrow, Batman, and Nightwing hiding on the corner of the 4 corners map...

Visible Dials and Pushing Damage need to be optional. This is the way.

That's close.... they could use close combat against soaring figures (until the mechanic was removed), but they can still hit others on a different elevation in close combat.
HOWEVER, it doesn't force anyone else to attack them in any certain way (fliers could still shoot her from range), and she's not actually adjacent to figures on different elevations, she can just hit them as if they were. It might not seem like much of a difference, but someone she can hit that's elevated (while she's not elevated) can run away without breaking away because they aren't adjacent for movement purposes, nor can the figure on the roof hit her with close combat (unless they also have L/C).
But yeah, automatic breakaway, being able to hit someone in close combat on a different elevation, and prereq for a few feats... but that's about it.
