It is true.

Pulse Wave requires a Ranged Combat Action, not a Ranged Combat Attack. Note that "Ranged Combat Attack" is never mentioned in the Pulse Wave description.

In the rules, it states that you can not use a Ranged Combat Attack while adjacent to an opposing figure. Actions are not mentioned.

Since almost every Ranged Combat Action gives you a Ranged Combat attack, this means that you can't use things like Energy Explosion when based.

Pulse Wave is the exception to that rule, in that it does not involve a Ranged Combat Attack, and can therefore be done when based.

Short version: even if your Firelord was grounded, you could have Pulse Waved.

By definition, all ranged combat actions lead to a ranged combat attack. So yeah, you're wrong. EDIT: ....IF the grounded PW fig was based with another grounded enemy.

Can you cite this for me please? It seems like every RC Action specifically denotes that it leads to a RC Attack - with the exception of Pulse Wave. That seems deliberate to me. I think it's certainly intuitive and therefore assumed, but not necessarily correct.
