TIME MASTER: Rip Hunter can use Outwit and Probability Control. The standard and named powers of Rip Hunter and friendly characters adjacent to him can't be countered.
Superman has his special power outwitted. If rip moved adjacent him during the next turn would his outwitted power return or is it still outwited ? character.
Also can the chase superman that can carry 2 objects also carry a non flyer ?

I think the power would no longer be outwited but im not 100% positive on that. as for the supes it does not say anything about him no beign able to do a character and two standard objects

Actually, Supes special power would still be outwitted because it's not a named or standard power, it's a "special" power. So regardless of whether rip hunters next to him or not, it would be outwittable. hope that helps

I thought special powers fell under the named powers. Is this covered in a rulebook?
No, Special Powers are the powers that are in the 'white' box on a dial.
Named powers are the powers that are standard powers (like BCF) but have a name beside them on the character card. Common Robin from Crisis has 'Bat-Line' (Leap/Climb) that is a named power.

As far as the original post it looks like its going to go like this:
By moving Rip next to an Outwitted figure those powers that are outwitted return.
This stems from the current ruling about the Power Cosmic / Quintessance TA which says something like:
If you Mind Control Surfer and turn off his TA you can Outwit him. Say you Outwit his HSS. At the end of your turn Surfer's TA comes back on and since it does not allow his powers to be Outwitted his HSS would return.
The wording of Rip's SP and the PC/Q TA are almost identical therefore the theory is the ruling will be the same.
I disagree with the ruling, but if you wanted to get the legal ruling it looks like that will be it.
