must be reading something wrong, beacuse this looks to be the worst power ever. If you roll a 5 or 6 the attack does absolutely nothing?
Attack - Dark Bargain: Mephisto can use Incapacitate. When Mephisto successfully hits a target with Incapacitate, the controller of the target can choose either to give an action token to the target normally, or to roll a d6; on a result of 1–4, deal the target 1 unavoidable damage.
1) The controller of the target gets to choose what to do, so if it benefits them more to take 1 damage to avoid being pushed they get to choose.
2) If you are going to be pushed by the power you're going to take damage anyways, so why not take the risk and possibly have nothing happen.
3) Mephisto has a 33% chance of doing nothing on a successful atttack, wtf up with that.
Chances are they'll just take the action anyway, especially since it's penetrating. It's a cool, thematic variant and I like it.
If this is going to be your second token, then you would be stupid to just take the token. If you push you take one unavoidable damage anyways, so why not take the 33% chance of not taking damage or the token?
I think it should have been more along the lines of this:
Dark Bargain: Give Mephisto a power action. Choose an opposing figure. If the chosen figure is married, your opponent must choose whether they remain married or they allow chosen character's aunt to die.

Oh ya, I meant with one action. Also people with willpower/indomitable will be taking the action as well.

I hope (and wish) that, if the target's controller rolls a 5-6, the target would still get the Incap' token, because if it's not that way, this special power is even more useless than I thought it was. Gonna ask it right away on the WK forum.

ah...that's much better - the last time you did was just quote on Dark Bargain...I have been wondering what do you mean by that. Now I see. ah....okay...
yeah you have the choice to do - incap or give them one damage. As for me, it depends....I would prefer to incap the Willpowered/HSSers/Impervious with high defense than rolling for 1-4 to give them one damage. But that's my strategy...some of the players' strategy may be different from me. YMMV.
