Yes, you can. When you use Phasing/Teleport, remove the carried character from the battlefield, move the Phasing/Teleport character to a square it can legally end its movement in then place the carried character in an adjacent square. The carried character effectively gets to Phasing/Teleport, too. Think Shadowcat and Iceman in X-Men 3: The Last Stand.
Im a guy that somtimes needs spelling out, so please dont think im fighten, its just im trying to understand as people in the country i live in, lean on me for answers. But in the rules it say under carry ability when moving as a result of been giving an action. what its meaning to me is it doesnt matter what action leads to the model movent via power action for P/T which is the action given am i getting this right? As i started thinking about Running shot? does that mean i can use R/S shoot target then placed the Carried character?
no, in the case of r/s you move, place, then shoot. not move, shoot then place. you must end the movement first, and putting down carried people is part of that. in the case of hypersonic, the peice stays removed until the figure stops at the end of the action.

With Running Shot and Charge, you move the character, place the carried character then make your attack.
With Hypersonic Speed and the Move and Attack ability, you move the character, make the attack, finish your movement (if any) then place the carried character.
Placement of the carried character is always done at the end of movement. With Running Shot and Charge, movement has ended before the attack. With Hypersonic Speed and the Move and Attack ability, movement doesn't end until after the attack.
