So my brother likes using Lockjaw 'cause of his transport symbol.
But he swears you can't outwit it since it's not a power.
The rules are a little unclear.
Any help?
You can't Outwit symbols, he's right about that...
... however, with the new (FF) rule set, you can Outwit some abilities that symbols grant. For example (FF rules,page 16):
Reversed speed symbols. A character with a speed symbol printed in reverse ( , , or ) is a transporter, and has the Carry ability and the Move and Attack ability. If it has the speed symbol, it also has the Flight ability, and if it has the speed symbol, it also has the Swim ability.
And from page 17:
MOVE AND ATTACK Give this character a move action when it is not adjacent to an opposing character. The character can move through squares adjacent to opposing characters. During its movement, the character can make one close combat or ranged combat attack as a free action. The character must be in a square where it can legally end its movement in order to make the attack. Modify its attack value by –2 (to a minimum attack value of 1)for the duration of the attack. The character can use the rest of its movement after making the attack.
CARRY When moving as a result of being given an action, this character can carry one friendly character. If this character carries a character during an action, modify this character’s speed value by –2 until the end of the action.
Characters with the with the or speed symbol can be carried. Characters with the , , or speed symbol, attack symbol, or the or damage symbols can’t be carried.
A character holding an object can’t be carried, but if this character’s powers and abilities allow it to do so it can hold an object and carry a character.
To be carried, the friendly character must be adjacent to this character at the beginning of this character’s action. When this character ends its movement for the action, the carried character must be placed in a square adjacent to this character that the carried character can occupy and at the same elevation.
Nothing in either description states that they can not be countered (read: Outwitted). See the description of 'Colossal Size' as an example of an ability that can't be counter via Outwit.
In short, this means that you can either Outwit Lockjaw's ability to carry or his ability to move-and-attack, but not both (unless you have a second Outwitter, of course). However, Lockjaw will still have the transporter symbol.
You now can Outwit the Transporter symbol, turning him into a normal Boot symbol figure.

Let's nip this in the bud right now:
OUTWIT Once during your turn (but not during another action), as a free action this character counters a power or an ability (other than a team ability) possessed by a single target opposing character. Treat the target as if it does not have the countered power or ability, which remains countered until the beginning of your next turn. A character using this power must be within 10 squares of the target and have a clear line of fire to the target. If this character loses Outwit or is defeated, the countered power or ability returns immediately.
You do NOT Outwit symbols; a flying figure will always be a flying figure (unless Earthbound gets involved). You can Outwit the flying figure's 'Flight' and 'Carry' abilities, though.
This is important because if you could actually Outwit the symbol (and make them a ), then your opponent could then try and Carry the currently Outwitted flier away, at least. Ain't happening, though, 'cause it is still a flier and fliers can't be Carried.

You can actually just hit up the UNITS section up there (toolbar) and there's a whole load of stuff to view, including the latest rulebook.
Or go and check evil-bay...there are quite CHEAP rulebook packages floating around without the F4 figures. I'd grab one ASAP, there's a new PAC, as well.
