Sorry if this has already been answered elsewhere but I didn't see it when I searched...
For characters like Fabian Cortez and new Dr. Strange who have a chance for their Perplex to give a bonus of more than +1, does the player have to declare what ability he is increasing before he makes the roll to see how much the increase is?
EXAMPLE: In last night's game, Dr. Strange was chillin' 12 spaces back from Stripper Pole Spider-Man...the the Doc player said "That stupid Spidey looks like he fell off some kid's birthday cake, I'd like to shoot him in the eye. I'll use my Perplex and try to boost my range to 12." The player rolled a one, meaning his Perplex was only good for a +1. Could he then legally say, "Oh, well, I will just bump my Defense by +1 instead."
After reading the power Dr. Strange has and the wording of perplex itself I'd say it all is determined by how he declares his action. I can easily seeing this being ruled as he declares he is using perplex, rolls the dice to see if he can change the stat by 1 or 2, then declares what he is going to perplex and this would allow him to base his decision on the dice result. Now as far as this example goes I can easily see it being ruled either way. It could be ruled that he declared range before the roll so he should be forced to stick with it even if he doesn't like how the dice roll ends up but I can also see it being ruled as he say "I perplex ____ " then see his dice roll fail for his needs and change what he's perplexing like when someone has the ability to change his action when someone changes a wildcard's TA in an action as to prevent an attack from taking place.
Personally if I was presented with this situation I would say if he's declared what he's perplexing before he rolls the dice he's stuck with that decision and those would have to deal with perplexing his range to 11 for nothing but if he just said he was going to use the power then roll the dice then declare what he wants then he could by all means go for defense. Of course until we get some kind of official ruling on these powers in these situations its going to be your local venue's judge that gets to make the final call so you will have to talk with him or her to and go with whatever the judge rules until you can prove the judge otherwise with an official ruling.
