Can Uncle Sam use "Give me your tired, your poor" while making a close combat atatack during a transporter attack?

Certainly. Move-and-Attack is a move action that grants a close or ranged combat attack. If Uncle Sam is making a close combat attack, he can draw a line of fire at the point where he makes an attack.
