hey my venue is going to run the planet hulk event dial next week, and I was unclear with one of its traits called "Obedience Disk" OBEDIENCE DISK: All characters' Willpower are ignored. When a character uses a special power, give it an additional action token after the action resolved (the extra token deals pushing damage normally).
OK first thing is "willpower is ignored" so characters will take pushing damage, so I am guessing that cosmic power/Quintessence TA and Indomitable are not ignored.
Next thing is "When a character uses a special power, give it an additional action token after the action resolved", this one is tough one. For ex. Nick Furry's "L.M.D." L.M.D.: Nick Fury can use Mastermind. When Nick Fury is dealt damage, you can reduce the damage by 2. If you do, after the attack resolves immediately put Nick Fury in an unoccupied square in the corner of the map (or as close to the corner as possible) that does not share an edge with the starting area used by Nick Fury.
does he get an action token for using that power?
and what about ex. The Spectre "Ghostly Guardian" GHOSTLY GUARDIAN: The Spectre can use Charge, Phasing/Teleport, and the Justice Society team ability.
this power grants regular powers, you cant use "Phasing" and "Charge" at the same time, so I dont thing you should have to get 2 tokens just to phase. Any ideas on this one?

correct, those are Team Abilites, not Willpower.

Special Power: A power whose name and effects are explained on a character's character card and are unique to that character.
Both of those powers would gain the extra token when used.

Correct. the indomitable abiity and the Power Cosmic/Quintessence team abilities both still work.

Yup. when he is attacked, if Nick chooses to either mastermind or reduce the damage, then he also gets an action token.
Defensive SP's are not your friend on planet hulk. (Declaring a ranged combat attack against someone with a special power which grants stealth is fun, they either risk getting hit or take a token for using their special power).
Moreover even though all the powers it grants are free actions, his Spymaster special power is still affected by this.
So if you use his perplex or Outwit he gets a token. This is still a "free" action though so he could take another action in the same turn- he'd just be pushing.
AND since the Obedience disk says "give it an additional action token after the action is resolved" that means you'd get an extra token for outwit and another for perplex. which pushes Nick and prevents him from taking any non-free actions.
So if you need to attack, outwit and Perpex in the same turn make sure you attack is one of the first two actions- since a character who already has two tokens can still take a free action, even one that grants him a token (except where the specific power says otherwise).
Could be worse though. Nick does have some non-special powers. and he doesn't have any non-optional ones. Still a token to perplex/outwit is pretty terrible.

see above. Yes you get two tokens when you take a power action to phase. I played against the superskrull illuminati on planet hulk and he pretty much stood still for the first few rounds, since pretty much everything he could do was a push.
