Right, which means that you can -1 (for example) the defense on an opposing figure and then +1 the attack on a friendly figure and really hedge your bets on the attack!

Yeah, I got a chance to try this with a Cosmic theme team and BT on Adam. It was Brilliant. +2 to all my defenses each turn and -2 to the attack of my opponent's primary attacker. He couldn't get any hits in.
So.... lets say mister fantastic was fighting dr doom.
If he had brilliant tactician on him, he could target doom and -2 to his defense, then increase his own attack by 2, and the attack of every other keyworded friendly he has LOS to?
I'm pretty sure that the people you are able to perplex as a result of brilliant tac all have to have the same stat perplexed. I don't know, that's just what I heard... I never actually checked it myself, So I could be wrong.

As long as Doom shares a keyword with Mr. Fantastic, yes, that's all good.

No, you can actually modify a different combat value for every target character.
From the Player Guide:

He can't modify SS Doom's combat values by 2 as they do not have a common keyword, correct. It is fully legal to Perplex down SS Doom's defense by 1 and then use BT to Perplex up all allies' combat values by 2 (as long as they meet the keyword requirement, of course).

Either way, in theory, he can give himself (and his buddies) a +3 better chance to hit someone (perplexing down defense, then up attack). It can really turn off some of those central tank teams (ultimate Thor anyone?)
