ok my question is when its YOUR turn and you attack and miss then 1 of your team mates uses a theme team prob that character gets a token right, does that count as an action? can that character still do an action during that turn? and can that character clear that token at the end of that turn?

No. The only way to clear is to not be given a token that turn. If you get a token, you do not clear.

Specificly, why would the character who used the "theme team probability control" who received a token that turn be allowed to take another action and receive another token in the same round?
The fact that the character cannot clear makes me think the "theme team probablility control" is a free action that requires a token, and can possibly push a character. (did I just answer my own question?)
Just looking for clarification from a bigger brain than mine.

He didn't make any action at all. Getting a token does not mean you have taken an action.
As long as you have not made a non-free action on the turn already (and you don't have two tokens), you can be given a non-free action.

PC is not an action of any kind.
As I said above, getting a token is not the same thing as being given an action. You can be given an action and not receive a token. You can be given a token without having taken an action.
Clearing is determined in the rules simply on the grounds of whether or not the figure had a token applied on that turn. Having been given an action is not a factor.
