I seem to recall earlier threats about this subject, but I wasn't able to dig anything up with a search, so I thought I'd better ask just to be on the safe side.
Can a wildcard with a Special Power (like the Leader or Psimon) that grants the use of Outwit still gain an additional outwit in the same turn from the use of the Superman Enemy TA.
I'm fairly certain this used to be the case, but with some of the recent changes and updates I'm not entirely certain if it's still true.
Basically, if two different sources both allow you the "use" of a power independently from one another, are you then allowed to use said power twice (if possible)?

You seem to have misread my question.
I'm talking about the specific case of a wildcard with a special power that grants him the *use* of Outwit (like Psimon or the Leader).
Psimon does NOT *possess* Outwit, so I fail to see how the quoted text poses any problem for him.

Technically, you may be correct about the specific wording, but I don't think this interpretation is in the spirit of the power. It seems rather obvious from the reading of the outwit power that it was intended to be used once per turn per character. We can talk about "use" and "possess", but I seriously doubt they ever intended any character to be able to use outwit twice.

No matter what the intent was, it has been ruled that using multiple Outwits is legal. Heck, M&M Leader can use four Outwits in one turn with the right setup - one from his SP, one natural Outwit on the dial (assuming he takes damage during the turn clicking him from SP to Outwit), one from being In Contact with Oracle and one from the Superman Enemy TA.
Poor Psimon has to settle for three...

I'm not too sure The Leader can use his "normal" Outwit AND the one from Oracle. Elaborate? (that said, the rest of your post, I agree with)

There's a specific order you need to use.
Leader is on click 2 and got Outwit from Oracle on the last turn.
At the beginning of the turn, he uses the OW from Oracle to counter somebody's Invulnerability. A Poisoner then damages that figure, dropping it to Toughness. (1 use)
Next he Outwits the Toughness (via his SP) before a second Poisoner gets the guy. (2 uses)
He now takes a power action to gain Perplex from Oracle.
Later on he copies Superman Enemy and uses that Outwit. (3 uses)
Now a teammate uses Pulse Wave and catches Leader with it. He drops to click three and picks up a natural Outwit. (Note that the SE OW from use 3 would now end.) He can now use that natural Outwit. (4 uses)
Is it just Leader and Psimon? Is there anyone else? The requirements are (a) Superman Enemy or Wildcard and (b) gaining the use of Outwit through a Special Power, right?
I really want to use this at least once - it doesn't seem like a overly powerful combo, I just like it for its deviousness.

Right. Dr Doom would qualify as well off the top of my head.
Deathstroke (Crisis) can use double outwit on his second click.
Chase Spiderwoman is especially nasty with her outwit one power from a slot, then a followup regular outwit with Supenemy.
Pretty much any wildcard with an "sp" outwit. Hell, you could use mercenary and a Superman enemy and use a buttload of characters!! (Impossible man comes to mind)
I thought one of the new rule changes was that characters with special powers that are worded "they can use this and that" are considered to possess those powers as to allow them to be assigned feats?
Wizkids should manufacture Asprin for rules-wording headaches.
