My buddy and I play some big games.2000 points usually.He recently played these 2 cards and I need some clarification on how they are truely meant to be played.
1.Rip it up-Does this feat apply to your whole team or does it just one person?It seems insane that you just have to spend 20 points and everyone that has super strength can pull a light object when they move.
2.Brilliant Tactician-We always played it that when you used perplex only 1 perticular combat value for everyone.Now he says that you can do Damage to one person and attack to another and so on.Which is right?
He may well be right,I just hope not as it makes larger games not as much fun for me.I liked it the way it was.

Rip It Up is not assigned to a single character; it applies to all characters with super strength on a player's team. It may indeed be powerful in a 2000 point game, but the game wasn't really designed for that high of a point value.

You can choose different values to perplex on each target.

Prerequisite: Super Strength
Before a target character begins a move as part of a move,
power, or free action, give it a light object token from outside
of the game.
Rip It Up does indeed apply to any character on the team having Super Strength, for the single 20 point cost. If that seems over-powered in your larger games, remember it was designed to be correctly costed at the "normal" tournament build total.
BRILLIANT TACTICIAN
Cost: 20
Prerequisite: Outwit and Perplex
Choose a character. Outwit does not need to show in the
character’s stat slot in order for the character to use this feat.
When the character uses Perplex, the character can affect
every target friendly character that shares a team symbol or
keyword with it. The character must have clear line of fire to
each target.
While this is a single use of Perplex it is applied individually, so using it on various values is perfectly all right.
It sounds like he's playing the cards as intended: the problem comes from the massive build totals.
