Each time an attack roll fails against the character, put a luck token on this card if there are fewer than three tokens on this card.
If there are luck tokens on this card when the character makes a critical miss, the character is not dealt unavoidable damage; after the attack is resolved, remove all luck tokens on this card when the character makes a critical hit, modify the character's damage value by +X, where X equals the number of luck tokens on this card; after the attack is resolved, remove all luck tokens from this card.
You gain extra damage whenever you remove luck tokens.
If there's a single character within Pulse Wave radius, you'd get the additional damage from Streak of luck.
If there are two or more characters within Pulse Wave radius, the damage value of the attacker becomes 1 until the action resolves; since Streak of Luck modifies the damage value, you wouldn't get the additional damage from it.

That's true, but that's not the point.
The point is you gain extra damage whenever you make a critical hit.
It doesn't matter how many targets there are. The extra damage kicks in whenever you roll a critical hit.

Well, it is the point, precisely.
When multiple characters are in range, the damage value becomes 1 until the action resolves. Which means it cannot be modified, which is precisely what Streak of luck does.
Contrary to a critical hit that adds to the damage dealt, Streak of luck adds to the damage value.

Maybe I worded my explanation wrong. I was going for:
The luck tokens are still moved even though no extra damage is gained. Easier for you?

Since feats are optional, once could choose not to use Streak of Luck for the Pulse Wave attack. This would remove the crit miss "protection" the feat gives you, but would prevent the luck tokens from being "wasted" by the pulse wave damage limitation.
