The judge at the venue where my son plays ruled that you can PC the close combat attack made by using the SP MIRACLE CONSTRUCT if you have line of sight to the barrier terrain used for the close combat attack. Having said this, since MIRACLE CONSTRUCT states that "as if they occupied the square by the barrier terrain" wouldn't you also be able to use Maneuver and put the target in any unoccupied square adjacent to the barrier terrain?

I appreciate your comments.
I would say no.
"This character can use Barrier. Once per use of Barrier, if a barrier terrain marker is placed adjacent to an opposing character, this character can make a close combat attack against that character as a free action as if they occupied the square by the barrier terrain."
We have nothing specifically for BB&MM, but we have this in the documentation:
"#026 Captain Boomerang
• When using Boomerang, making an attack “as if he occupied the square” is for range, knock back and line of fire. All other conditions, such as using an ability that requires adjacency or line of fire, Captain Boomerang is still in his original square."
I see no reason why the same ruling would not carry over.

Therefore, you cannot PC the close combat attack made by using the SP MIRACLE CONSTRUCT if you have line of sight to the barrier terrain used for the close combat attack .
Am I right?

Correct - you would need a line of fire to BB&MM. As Harpua quoted, the term "as if from that square" is only referring to range (not necessary for close combat), line of fire (also not necessary) and knockback (which may happen).
For all other purposes, BB&MM Is still in their square. So probability control would need to go to them.

Wouldn't this also imply that you could then Maneuver them adjacent to BB&MM from the Barrier attack?

That is actually the only place to put them.
BTW, here's another thing which indicates that you cannot place the figure anywhere but next to BB&MM.
Maneuver says you move the guy after the attack resolves. I see nothing in BB&MM's power to indicate that BB&MM continue to have anything to do with "occupying" that other square after the attack has resolved. You pretend that you occupy the square in order to make the attack. After the attack is over, you are no considered to be there in any way, so the only option is next to the actual figure.
I'm not always up on this fancy-pants reading all you kids are doing these days. I kinda skipped around... it's the fever haze from a current illness I'm going through... but I imagine you don't care.
