In danger room rules a flyer need to break away when is adjacent to a enemy character if he want to move or not??

Yes. Fliers have had to break away since Universe for certain, and from the beginning if I'm not mistaken.

Its not hard for me to imagine. The best Heroclix player in my area perplexed down his range by 1 and pulse waved his own team by accident twice in a recent game I played with him. Gotta perplex range down by 2 if don't want it to round up when you cut in half!
