If Baron Zemo has the Avengers TA can he rack up Contingency tokens even though he takes strictly move actions? The card reads that "if this characters controller does not use all his actions for a turn...."

The Avengers TA says that when given a move action it does not count towards your total allotment of actions. So if it doesn't count then did you really use all your actions?

pretty much...remember his Leadership also adds an action that you may not need.

Yes. Sort of. Let's use an example. In a 300 pt game, assuming you failed any leadership rolls, if...

A) Move Zemo and two of his non-Avengers cronies, you get a contingency plan token. Or if those two attack, etc.

B) Zemo attacks, and one of his cronies moves/attacks/etc., you get a contingency plan token.

C) Zemo attacks and two of his cronies move/attack/etc., you don't get a contingency plan token.

D) Zemo moves, and three of his cronies move/attack/etc., you don't get a contingency plan token.

So if you left one non-free action available in your turn, you get one. Make sense? Sort of? Maybe?
