Was looking at putting together a Soviet Super team for play and started looking at Negative Woman again. Can she use her own TA to negate the 1/2 range deduction of HSS attacks? HSS modifies range, not replaces, so I'm thinking it would work...

The bolded part is incorrect and that's why it won't work. Modifiers are + and - numbers (perplex RCE, etc) 1/2 a stat is a replacement (HSS Range, Charge or RS move, etc).

Great idea, but the halved speed value is a replacement value, just like movement is with Charge or running shot so I don't think it would work.

she was awesome for a brief moment in time when HSS option 2 existed and she could outsider TA and then go nuts on a figure, getting a +3 to attack while the target's defense wasn't modified at all.
