Can't see any good reason why not...except that you'd never be able to prob your own Outsmart roll. Not unless your opponent figured out some way to Outwit you on your own turn. BUt the opponent's roll is ripe for probbing...assuming you've got line of fire to the character doing the Outwiting.

This is correct.
The roll is able to be prob'ed but it still falls under the Prob rules of your rolls on your turn and your opponents when its not your turn.
