I need to know if a caracter using Pulse Wave and Outsiders Team ability how does an attack resolve?
Does outsiders team ability affect other caracters on your team as well?
Are you asking if a character with the Outsider TA uses Pulse Wave will their damage still be reduced to 1 for multiple figures in range? or Are you asking if the Outsiders team ability was used on the character Pulse Waving will damage be reduced for multiple figures in range?
Pule Wave ignores powers, abilities, and feats so so either way the Outsiders TA should have no effect on how it works for damage, the Outsiders TA prevents stats from being modified so I'm thinking that if the Outsiders TA were used on the Pule Waver before the attack then the range would not be halved but I'll have to look that up to be sure. Hope this helped
Ya know...looking through the rules it would seem that if you Outsider a friendly Pulse Waver (never do this to an enemy one) not only would the range of the PW'er not be halved the damage value should also be unchangeable.
Meaning a 4 DaV PW'er targetted by an Outsider should not have it's DaV lowered to 1 if multiple targets are within range.
Now if the Outsider was in range of the Pulse Wave then yes I think you would ignore that TA and thus the damage and range would be lowered accordingly.

Outsiders no effect on Pulse Wave whether it is in effect or ignored.

The Outsiders TA prevents modification, not replacement and Pulse Wave clearly replaces values but does not modify them. If it did modify them, the Rule of Three would apply and it doesn't.
malger is correct. Outsiders would not prevent the replacements of Pulse Wave.
The only situation for which I could see any effect would be if the Pulse Waver had a power or team ability which could be used in the attack to modify combat values.
For example, I have Veteran Dazzler (AW). She has 3 damage, Perplex, PW, 8 range, and the UXM TA.
She has been Outsider'ed. When using PW, she will still PW at range 4 and damage 1.
If the Outsider is outside of the PW radius, she will not get to use her TA to get an attack boost. If the Outsider is in the radius, then the Outsider TA would be ignored and she could use the TA.
The principle to remember here is that halving of range (or other values) are considered replacement values, not modifications. Therefore Outsiders doesn't affect things like Pulse Wave or Charge.
